As for how the moon was created again by Kami, I think it's plausible to assume that Popo made like a small moon and Kami gave it a purpose, exactly what he did with Shenron too. Piccolo can materialize stuff. So can Kami, he did so at the end of the 23rd TB. He gave Goku new clothes. I don't think a moon can be materialized that easily though. And I don't think the it works like that. The moon is part of the solar system, and Shenron is "man-made", so to speak. I think someone higher up needs to resurrect the moon. BTW, if they could wish the moon back Kami could have restored it because it's within his powers, I guess. Unless he can't do it directly, which wouldn't make much sense.
